The questions “Is this read as a 6 or a 9?″ and “Did the person who paint this intend a 6 or a 9?” are not the same question.
The latter may have an objective answer, but the only way to get it is to read the mind of the painter. (No, asking doesn’t work: that just presents you with more symbols (words this time) to interpret according to your own subjective understanding and perspective.)
The former does not; whether it is a 6 or a 9 depends on the interpretation of the viewer. (It could be neither, if they don’t know Arabic numerals.)
